If you are using the complete class path why aren't you finding the file ?

This is not about exotic use cases it's about being consistent in how resource lookups are done so if someone decides to unzip classes or import src are not seeing different behavior.   

I.e. This resource should not be treated differently than let's say components.xml or faces-config.XML are; which means look for it in the class path not just *.jars.
