I migrated the whole menu contributions (context and view local menu) to the newer command framework. It allows fine grained, declarative visibility/enablement. I already implemented a whole set of those, in the way I understood the current code (action based). Things are available in trunk. I'd be able to see if I did visibility/enablement right as soon as I setup a ec2 deltacloud instance. You could be a great help here if you also have a look at what's currently present.
