I migrated the whole menu contributions (context and view local menu) to the newer command framework. It allows fine grained, declarative visibility/enablement. I already implemented a whole set of those, in the way I understood the current code (action based). As far as I understood the comments in this issue, the current code does not implement this completely accurately. 
My current implementstion's available in trunk. I currently dont understand the usage good enough to be able to be certain about it. You could be a great help here if you also have a look at what's currently present.
