For the empty selection the dialog will try to get the appropriate text by itself. I think it is a useful and convenient feature. For instance, 
1) when the cursor is in the text field and user clicks the toolbar button -- the whole text will be selected. 
2) when the cursor is in the attribute key and user clicks the toolbar button  --- the attribute's value will be selected.

When the empty selection is incorrect -- the toolbar button will be disabled.
When the selection is not empty -- only selected text will be externalized.
