When Eclipse is started, a lot of initialization processes runs. In my environment, I wait for opening first file 15-30 sec. If I close Eclipse when faces-config.xml is open, on next Eclipse start it opens much faster, because that happens before some of those processes have started. Please compare these two cases in your environment (that is, (1) start Eclipse without pre-opened editors + open faces-config vs (2) start Eclipse with pre-opened faces-config).
