ok my previous bugs seem to be unrelated to the exception attached, but still seem to be project archives issues. 

I am still unable to replicate hte exception above and have never seen it before, so I'm going to mark this for 3.2.x. If I manage to get great instructions on how to replicate that I *can* replicate, and I find some way to fix it, I'll retarget as I find the fix.
