1) we did not have such code until this bugzilla, so your comment is (or was at the time) wrong. We had no such API.
2) The wizard does a full publish. Some other part of the wizard adds a jar. Later, an incremental publish is done. It's the server adapter's job to properly handle incremental updates, and properly restart modules when the incremental update includes a jar or some big game-changers.
3) The code currently does not support this, but I can try to push it in
