so we have several options here to consider, it could be decided how to insert elements, like 
<tag>|</tag>
or
<tag>
    |
</tag>

based on dtd or schema. If element must have children it is good guess and second option with content assist would be good here, second option in all other cases without proposals.

I guess just do not propose anything after tag inserted as option one would be a good fix as well, I'm just brainstorming here :)
