The reason was that run-privileged doesn't support correctly by IzPack for windows. That's why even it enabled for all windows family it is not working for XP and earlier versions and thus Win XP and lower cannot add registry key to register JBDS Installation in Control Panel's "Add and Remove Programs". To fix this issue I've enabled registry modification only for Windows 7 and Windows Vista.
