installed Windows XP SP3 on top of SP2. Here are steps that work for me:

1. Fetched last version of JBDS 4.0.0.M2 (H468) without EAP ( I guess I have to check that on EAP included version as well)
2. Copied it in c:\Temp
3. Created shortcut for installer jar file
4. Opened shortcut properties and added java -jar in "Target" field before installer jar name
5. Saved shortcut properties (note that icon should be changed to Java)
6. Selected "Run As..." from context menu for shortcut
7. Selected user w/o administrative privileges and pressed "OK"

Installation went without any problems.
