By installer you mean "Update site" ?

The metadata of the various plugins *requires* xulrunner bundle to be there.
It won't neither install nor startup without those plugins being in place right now.

The only situation we handle now is if xulrunner libraries for some reason can't load.
There still need to be an actual package for the matching os/arch combo - which we don't have 
for all thus my suggestion is to make them optional.
