As far as I am aware, RSE contians no WTP / JEE requirements. You seem to have installed RSE over a base eclipse, and in my experience this should always work without a problem. If the Remote Systems view is there, it means RSE is installed. If the RSE explorer is not showing all the proper options, this sounds like an incomplete / broken installation of RSE.

This seems to have nothing at all to do with jboss-tools? Am I right here? The screenshots do not comment on any JBT functionality at all.
