I tried with fragments and noticed that there's no way to have a default with fragments. In this scenario we need to put the 2 alternatives in a separate fragment and included one (of them) in each of our products.
According to the Eclipse Wiki, fragments and host plugin get merged into a common classpath, so there's no overriding possible.
With NLS, the different properties have distinct names and NLS picks'em on behalf of a system property (scans the class path).
