Seems to be a tricky OS thing going on here.

With cursor in Transformation Editor panel, select "Edit > Select all" action does nothing.

With cursor in Transformation Editor panel, Ctrl+A works for Linux and MAC and has problems with some Windows's versions.

Lot of effort trying to nail down the problem. Not reproducable on LINUX and MAC, so bumping to LATER
