Turns out that I had a conflicting BPEL perspective already installed in my runtime workspace.

The only remaining issue is that the "New" sub-menu in the Project Explorer's popup menu does not get updated correctly - it shows "New Project...", "New File", "New Folder", "New SQL File", etc. instead of the BPEL project related artifacts (mentioned in my first comment). The main menu File->New works as expected and the Navigator View popup menu is also correct.

I've searched all over the eclipse extension point reference docs and haven't found anything. Anybody know how to fix this?
