Model package is not supposed to be created via New Seam Web Project wizard. There is no class which the wizard create for this package so no any need to create an empty package. This package will be used when you generate some entities via New Entities or Generate Entities wizards. Then this package will be created with all the needed classes.

Regarding the warning from Problems view for the test project see JBIDE-8076. This issue is fixed in JBT 3.3.0.M1 (should be available in nightly builds).
