I've verified [Target Environments|http://www.eclipse.org/projects/project-plan.php?projectid=eclipse#target_environments] for Eclipse 3.7 the Carbon version is no longer supported by Eclipse Project. Thus we are absolutely free to remove Carbon support from JBDS for Eclipse 3.7 and XUR 1.9.2.16.
