Added a new action group for a separate submenu.

This check-in also makes some cosmetic changes to text labels:

1. changed the name of the "Apache ODE Deployment Descriptor" editor title, as well as the New File wizard to simply "BPEL Deployment Descriptor"
2. changed the name of the "New BPEL Process File" menu action to simply "BPEL Process File" (since it's always being invoked from a "New" menu action and "New/New" seemed redundant)
