1) the "best effort" note is removed in context of bpel - this was trivial

2) bpel is Still on extras site - changing this would require nontrivial changes to the jbds 4.1 build thus if we did it would nullify large part of our update site qe. 

3) bpel is now part of the installer. This turned out to be the simplest if we really have to change anything.
