SOA Tooling site now contains the bpel features/plugins previously located on the Extras site. Also removed the bpel feature from the installer (~/devestudio/trunk/releng/org.jboss.ide.eclipse.releng/builders/jbds-all-package/customAssembly.xml)

Built Extras and SOA Tooling locally; committed to SVN. 

Awaiting next good builds to verify.
