That works for me. As you say the dependency management feature is missing for the moment, but maybe we can live with that for a little while.
If we want to improve the dependency management I think it would be nice to look at the OSGi Framework launching mechanism that's already part of the PDE, either by hooking in AS7 as a possible destination framework (instead of 'Equinox' which is currently the sole option there) or by creating something similar that fits nicely with our deployment tooling.
I've attached a screenshot of this launcher to give you an idea what it looks like. The nice thing about it is that it can dynamically compute the dependencies from a bundle or set of bundles and include those dependencies in the deployment.
