Bundle file org.jboss.tools.struts/resources/help/keys-struts-menu.properties contains entries:

Struts.CreateForward.menu=Global Forward...
Struts.CreateException.menu=Global Exception...

To specify other labels for action objects, next entries should be added:

StrutsAction10.CreateForward.menu=Create Forward...
StrutsAction11.CreateForward.menu=Create Forward...
StrutsAction12.CreateForward.menu=Create Forward...
StrutsAction10.CreateException.menu=Create Exception...
StrutsAction11.CreateException.menu=Create Exception...
StrutsAction12.CreateException.menu=Create Exception...
