This issue is fixed in the jbosstools-3.2.x branch.
I have created the org.jboss.tools.runtime.esb.detector.feature feature that isn't included in the build because it requires ESB plugins from SOA tools. 
The feature is similar to org.jboss.tools.runtime.drools.detector.feature and org.jboss.tools.runtime.jbpm.detector.feature.They depend on JBoss Tools and SOA Tooling and have to be built separately.
