This is a bug in EGit. The class declared in the org.eclipse.ui.newWizards ext point (NewRepositoryWizard) has to have a default constructor.
The fix is trivial.
A workaround would be to use the Create New Git Repository action from the Git Repositories view. You can also use the Import>Git>Projects From Git action.
