This is not so critical, because the method is invoked only once when Quick Fix is invoked on marker that has 'Configure Problem Severity' option; though it may be critical for a programmer who composes his code by constantly running quick fixes.
Anyway, this should be fixed by using the image registry.

As a related issue, I have found that CommonUIPlugin.getDefault(), used 11 times for logging errors, returns null, because CommonUIPlugin is not registered as the bundle activator. I will register it now to take its image registry.
