Yes, I am only concerned about the first run, right after installation.  JBoss Central should be on/up by default and when the Welcome screen closes it should be front and center.  

If the end-user has spent some time inside of JBDS, which means he closed the initial Welcome screen and he also closed JBoss Central, then he spent some time building his applications then it is very unlikely that he will return to the Welcome Screen.   

So, just think about the case of initial installation, first run.
