Regarding this being caused by declarative services, my understanding was that declared services should only be started when they are required, e.g. when another service or plugin depending on the service is started.  Assuming that is the case, you should look to see which plugin depends on the service being declared and delay its start until after the workspace is properly set (most likely through dependency or run level changes).
