The WTPRuntimeFix fixes only projects that have some runtime set and require it. The JBoss AS 7 Quickstarts have all their dependencies set within pom.xml and don't require any WTP runtime.
All the quickstarts are compiled, deployed and run on JBoss AS 7.0/7.1 correctly.

The ESB fixes are called only if there is the esb requirements-properties property in their project xml declaration. See ESB for SOA-P project examples - http://download.jboss.org/jbosstools/examples/project-examples-community-3.1.xml.
