No, the older JBDS had the similar issue, but Denis rolled back the changes that caused the issue. So, the older JBDS has minor issues on Welcome Screen resizing under both, *nix versions and Win-x64 versions. But these issues aren't blockers and even non-critical. Also, it was time of IE8 on Win7.
