Due to see "Open Seam Component" as well as other Seam-related toolbar/menu items you should go first to "Command Group Availability" Tab of "Customize Perspective..." Dialog then enable "Seam UI" Command Group and press "OK" button. "Open Seam Component" becomes enabled and visible for me right after I do this.
