In plugins/org.eclipse.tm.terminal.local_0.1.0.v201006041322.jar!/META-INF/MANIFEST.MF, I see:

 Require-Bundle: org.eclipse.tm.terminal;bundle-version="[3.0.0,3.1.0)"
  ,org.eclipse.cdt.core;bundle-version="5.2.0"

which makes this a non-optional requirement. 

I've added the CDT platform 7.0.x feature (from Helios) to the JBoss Tools TP in trunk and 3.2.x branch.
