I understand the reason, why cloud cannot be refreshed when an instance is being launched. This is fine. This issue is about DC jobs being blocked by RSE. You know, when RSE is connecting to instance (that has just been launched) it takes quite long time. Current situation is that all DC jobs are blocked by RSE jobs and user needs to wait 'till RSE connects to do anything with cloud
