I now had the exact explanation from #deltacloud (bbrowing).

t1.micro may only be used for EBS based images. Deltacloud has no way to find out if an image is EBS or S3 based. So we may only try to launch and see if it works. So far the current implementation in the tools that only matches against architecture is the best we can do for now.
