Verified in jbosstools-3.3_stable_branch.aggregate-Update-2011-06-24_07-36-50-H7.zip .
When the as7 server is already started from cli and you choose start in eclipse, it is marked as started and works correctly. When you consequently choose stop in eclipse the server will be marked as stopped, but will keep running. I would assume this to be fine since the server was started from cli, so I wouldn't expect eclipse to stop it.
