This is not an issue it is how Install dialog works, if user asks to install the different versions for the same feature. The same you can try to do for GEF from "GEF Update Site - http://download.eclipse.org/tools/gef/updates/releases" and you'll get the same kind error.

Only selecting "Show the only latest version of available software" helps.
