I'm using EPP 5.1 and it is not bundled with JBDS, I havent had the issue with EAP, but JBDS use to have issues in deploy when jmx-console-users.properties was not uncommented, it seems that it does not anymore.  Is the issue that the JMX config is not set?  or is it that the jmx-console-users.properties needs to be uncommented for this to work?
