I think this is really something between a user error and an edge case - the user doc should ensure that the user follows the correct install path.

What I did to force the error was to:

1) Install JBDS
2) Create an SOA server runtime

The correct path is for the user to install the extras after they install JBDS. If this pact is followed, the error does not occur.

I neglected to install the JBDS 'extras' as I thought that when we transitioned the BPEL editor from tech preview we had included it in the default JBDS install (as is the case with the ESB editor).
