I just installed the latest JBDS 4.1 CR3 installer and followed these steps:

1) Created a new JBoss Enterprise Middleware->JBoss Enterprise Application Platform 5.x runtime. 
2) Named it "jboss-soa-p.5.0 Runtime"
3) Clicked on Help->Project Examples->ESB for SOA-P 5.0->JBoss ESB HelloWorld Action Example - ESB
4) The example imported successfully with no issues/errors and is deployable 

What am I doing differently than you are?
