Patch for trunk to add plugins needed to build Extras site w/ JIRA support. May include more 3rd party plugins than are needed. 

Note that could not simply include JIRA features because they hard-code the versions of their upstream deps, and our versions of those (from newer upstream Orbit builds) are non-compatible from an OSGi point of view. 

Remains to be seen if these plugins will actually WORK when installed against newer upstream deps.
