Teiid Designer's Eclipse help contains a toc.xml which contains URL's to the community docs

Teiid Designer's CR3 build contains changes to that toc.xml to re-direct URLs to the JBDS 4.1 product doc pages

GA needs to pull from Teiid Designer CR3 bits to include this update.
