           Release Notes Text: Though for 4.1 and 5.0 BPEL moves from Tech Preview to Extras, it's still going to be supported via "best effort".
                   Resolution: Rejected


Per discussion with QE, GSS, PM, etc. in #devstudio, this has been reverted. Install metadata/display SHOULD say "best effort" in feature.xml feature description and site.xml category descriptions.
