Let's make clear, which project will have the marker, Java project without KB, or Web Project with KB that depends on that Java. I would prefer to put marker on Web project, because it has (potential) problems, and its builder detects them. In general, I think that existence of resource B that uses resource A should not influence A; if B has problems because of A, let B be marked. However, there may be other points of view. Please vote.
