This change has exposed the fact that m2e-wtp depends on a third party site (https://repository.sonatype.org/content/repositories/forge-sites/m2e-extras/0.14.0/N/0.14.0.201107260131/) for which we didn't previously have a copy in our reqs mirror & on the TP. Fixing that now.
Will have to respin TPs for 4.1 and 5.0.
