Though I finally figured out that the repro steps are actually:

1) Create a General Project
2) (Install the SOA Development -> BPMN Project Feature from the Helios update site and then) create a new Bpmn Diagram.
3) Export using the BPMN->BPMN to jPDL export wizard.

I am unable to reproduce the NPE in any way/shape/form on a Windows 7 32-bit box. It happily creates the jpdl files in the "test" project without explicitly going through those pages in the wizard.
