Any Seam project can't be created out of the Seam Web Project wizard because the Seam facet creates additional projects like ejb,ear,test. Since Seam portlet is a Seam project,we have to use the Seam Web Project wizard to create it.
JSF and Java portlet can be created using the Dynamic Web Project wizard.

Anyway, it seems that this issue is related to 64-bit OS or JDK because it can't be reproduced on any 32-bit OS.
