I can't reproduce this issue.
Suppose you have a deployment problem.
Try the following:

- remove the testseamportlet project
- reinstall the EPP 4.3 server
- import the testseamportlet project example
- deploy  the testseamservlet datasource and the project
- start the server
- click the TestSeamPortlet tab

I have tested the issue using EPP 4.3-CP03 and EPP 4.3-CP0.
