Tere is a fragment org.jboss.tools.xulrunner.initializer that solve this problem. It solves this problem when VPE installed in user environment. In tycho tests it should not be required because now all tests are ran with tests.product wihich disables welcome screen at start up using plugin_customization .ini file (see org.jboss.tools.tests plugin)

vpe/tests/pom.xml for test configuration details.

all above worked for me under ubuntu 64 bits, should work as well under RHEL 5 64 bits unless something changed in eclipse.

unfortunately I could'nt test it under rhel because my subscription is ended two weeks before and it was too late when I realized that.
