It says "New html file is definitely different and ${cursor} does not work there, and
even new Java Class file creation does not change the cursor position. It
points to the starting of the file."

I've tried using standard HTML templates from WTP with ${cursor} in them -- the cursor points to the starting of the file. 

In conclusion I can say that though curson location was defined it has no influence on the result.
