Per previous comments.

Teiid is an app running on a server. Users are able to create models/VDBs (artifacts) in Designer WITHOUT a Teiid instance defined. They just can't "Test" them.

Users can also "Export" to file system if they want "Deploy" a VDB to a specific Teiid Instance location WITHOUT that server actually running.  If the server IS running, then the VDB would be successfully/dynamically deployed by this export action IF the expected Data Source (i.e. xxx-ds.xml) files and translators defined in the VDB exist in this Teiid instance.
