Wow, just tried this again and the steps to reproduce this are very specific and only happen when the editor is first opened! If you try to follow the same steps a second time you won't see this problem, so here it is:
1. open editor
2. drop a Pick
3. right-click on Pick and add OnAlarm
4. right-click on OnMessage to see "Insert Before" menu action (this should be "Add").
If you try this sequence a second time, step 4 shows the proper menu ("Add") - you must close and reopen the editor to see this effect again.
